I am surprised by your observations re: the attitude of the residents of France. It could be that French visitors from France traveling to America were better behaved then their French Canadian counterparts!
I used to work at a (remaining unnamed) place that saw many international French travelers arriving to Canada; they were not to polite, they somewhat insisted in service in French (possibly, they new Canada is officially a bilingual nation). There were somewhat belligerent, towards English speaking, in Canada; they are maybe, somewhat wanting, to be on better behaviour towards American's on American soil!
French separatist's refuse to acknowledge Canadians and/or English; unfortunately it has manifested itself into their driver licenses. Imagine the document verification of a french only license; suspect the outcome would be by a uniligual American law enforcement officer to let the offender off with a warning! Basically rewarding bad behaviour, probably over and over again!
